The I-65 Safety and Efficiency project has reached the phase a tour operator can plan around. The project returns four travel lanes in each direction between I-465 and I-70. The project's own FAQ dates substantial completion to the end of 2026 with no traffic restrictions planned in 2027.
The corridor sits on the southeast side of Indianapolis and runs five miles from north of the I-465 interchange to just south of the I-65/I-70 overpass. INDOT awarded the contract to Milestone Contractors, L.P. on 25 March 2025, and construction began in spring 2025 under a two-year schedule.
The five-mile approach and what it replaces
The existing I-65 carries six through lanes, three in each direction, plus ramp lanes near interchanges. The project adds one travel lane in each direction from north of the I-465 interchange to just north of Fletcher Avenue, and most of that widening uses the existing inside shoulder. At completion the corridor carries four travel lanes in each direction between I-465 and I-70.
INDOT let the work as a single contract with three lead designation numbers: corridor improvements, I-65/I-70 pavement replacement and abandoned railroad bridge removal. The award release puts the southern third of the widening to the outside of the roadway.
The configuration that opens late in 2026
Work in 2025 added capacity on the inside shoulder and replaced the Hanna Avenue bridge over I-65 with widened sidewalks. Work in 2026 adds capacity to the outside of the corridor and replaces pavement on I-65/I-70 near downtown, per the project's FAQ.
The bridge programme widens three northbound bridges and rehabilitates two. The northbound bridges at Naomi Street, E. Pleasant Run North and South parkways and Morris/Prospect Street are widened to carry a fourth travel lane. The northbound bridge over Morris/Prospect is rehabilitated with a new deck and beams. The Morris/Prospect bridge over I-65 is rehabilitated to carry 10-foot sidewalks on both sides. Overlay work extends the life of 18 other bridges in the corridor.
Sidewalk work replaces damaged panels, levels sidewalks and updates lighting and ADA features along the corridor. The abandoned railroad bridge north of Fletcher Avenue came down in spring 2026 because it was no longer in use and left low clearance for semi drivers.
Fletcher Avenue to the South Split: the last stretch to finish
Pavement replacement runs on I-65/I-70 from just north of the Fletcher Avenue overpass to just south of Washington Street. The work began in spring 2026 and is expected to continue through the end of the year, and the project's 6 August snapshot expects completion late this fall. It includes removing the closed ramp between Virginia Avenue and Calvary Street and replacing the storm sewer system and the Weigh in Motion station.
Traffic is already on new roadway between Fletcher Avenue and Washington Street. I-65 remains reduced to two lanes in each direction between I-465 and I-70 until all lanes open late in 2026.
Timing windows for fall 2026 departures
Overnight restrictions run from 9 p.m. to 5 a.m. while paving continues, and the project states the pavement replacement work will continue during overnight hours this fall.
The 21 September notice sets the pattern that holds through late this year. From Friday 25 September, southbound I-65 opens to three lanes between Michigan Street and Ohio Street. The adjacent southbound I-65/I-70 collector-distributor road closes south of Ohio Street, and the exit to Fletcher Avenue closes with it. The Michigan and Ohio Street exits stay open, and westbound I-70 is reached by continuing south on I-65. Advanced signage is in place.
The dated notices give a planner the shape of the season. Overnight ramp closures ran for paving on 1 September and again from 2 to 3 September. Southbound I-65 closed at Washington Street on 8 and 9 September, with traffic diverted onto the collector-distributor road and rejoined to I-65/I-70 just south of Fletcher Avenue.
The 10 September notice moved southbound traffic onto new roadway between Morris Street and Keystone Avenue and scheduled the southbound Raymond Street ramps to reopen the morning of Sunday 13 September. The 15 September notice carries restrictions for 15, 16 and 17 September, including ramp closures at the South Split and at northbound I-65 to Washington Street, with lane reductions on the same stretch. The same notice marks the southbound closure planned for 18 and 19 September as canceled in the revised schedule.
One earlier notice shows the scale of a short interruption. On 7 August the collector-distributor road was reduced to one lane overnight with brief stoppages of up to 20 minutes from midnight while crews removed a bridge pier. Build that buffer into a coach movement through the South Split.
The construction zone speed limit is 45 mph and stays in place for the duration of the project. The project states that delays are expected and that schedules are subject to change for weather or unforeseen circumstances.
Winter departures and the 2027 corridor
The FAQ states the project will be substantially complete at the end of 2026 with no traffic restrictions planned in 2027, and the August snapshot anticipates minimal traffic impacts in 2027. A departure after the first of the year is programmed against a corridor open across its full width.
The project sits apart from the ProPEL Indy study, which covers I-65 and I-70 inside the I-465 loop. INDOT states the I-65 Safety and Efficiency improvements are programmed and will not restrict or impede work that is part of ProPEL Indy.
What to confirm before the departure
Check the project's own notices in the week of departure. Schedules moved twice inside the published record, on the 31 August paving notice and on the 18 to 19 September cancellation, and both revisions changed dates already announced. The corridor delivers groups to the I-65/I-70 split at the downtown end. The convention center's attendee page lists 7,100 hotel rooms in downtown Indianapolis, 4,700 rooms connected to the convention center by skywalks, 200 downtown restaurants within walking distance and 15 minutes to Indianapolis International Airport. Ask the receiving property to confirm the drop-off window against the lane configuration in force that week. From 25 September the fallback for a southbound run is to continue south on I-65 to reach westbound I-70, because the collector-distributor road closes at Ohio Street.
